Since 2010, Ordinance 3 of the Customs Agency (CA) has established specific requirements for control carried out by the customs authorities on the means of measuring excise goods. The common name of these systems is IKUNK - Integrated Communication Device for Monitoring and Control.
We at NSYS offer an integrated solution for all companies operating under this special regime. As required by the regulation, the system should provide complete reporting information and visualization of the volume or mass that has passed through the flow meter to a tank or storage device. The entire volume of data is provided in real time to the Customs Agency.
The change in the law requires sending the data from the means of measurement and control directly to the Customs Agency. IKUNK is composed of certain components, some of them are:
measuring instruments;
industrial PLC controllers;
industrial computer;
UPS;
Sensors;
Depending on the type of excise goods, the means of measurement may be different. These can include various types of counters, flow meters and barcode readers. A necessary condition for the selection of measuring instruments is that they have the necessary interface for communication with the industrial controller or an open source protocol.
The controllers collect, convert and encode the information received from the measuring instruments and transmit it to the industrial computer. Depending on the number of control points (barcode readers, flow meters, level meters, counters, etc.) and the topology of the site, one or more industrial controllers are planned.
The collected information, processed by the measuring devices, is transmitted to the industrial computer, and subsequently to the "Customs" Agency, according to the procedure announced in the regulation.
The unique system developed by NSYS is backed up by a redundant UPS power supply and when the main power changes, a signal is sent to the CA.
According to the requirements defined by law, the IKUNK system has provided methods for protection against manipulation.
